No, they are just additional cross bars available in case you want to leave some bars mounted to an RTT or some other accessory that gets removed often. Sometimes it's easier to just pull the bars the accessory is mounted to.

Can the roof rack mounts (XJRK-MT-6-BARE) be bolted to this crossbar to create a single, mountable cross bar? Or are those products not compatible?

Will this fit the full bed rack for a Gladiator? I need rails to attach to the top of a JT Bed Rack | Jeep Gladiator (SKU: JTBR). I need to raise the attachment point for fly rod holders by a couple of inches.

Yes, you'd just need to add some hardware to attach them to the rack. You can use our t-nut and bolt kit linked here.
